EPUD Rates

EPUD is not-for-profit, and our rates are set to reflect the actual cost it takes to deliver energy to your meter. The steps to rate making can be quite complex, but the process is helped by the involvement of the Rates Citizen Advisory Committee. These meetings, along with all Board of Director meetings, are open to the public and there's always time set aside for public comment.

Common Questions

Why do I pay a basic customer charge (or basic charge) of $10.00 each month?

This is a fixed charge that covers a portion of EPUD costs occurring regardless of energy use.  These costs are shared by all customers and include a portion of the cost of providing power (from the substation to the meter), meter reading, billing, repayment of long-term debt, communications, and general admin.

What is the kWh Usage Charge?

(Previously split into two separate charges - Distribution and Energy)  Now combined for simplicity sake, this is EPUD's actual cost to purchase power from the BPA as well as the actual cost of delivering power to your home. This includes the cost of maintenance on power lines and substations, tree trimming and other expenses.

How do my rates compare to other utilities and other states?

EPUD remains in the middle of the pack regarding other utilities. Our average customer bill per month is $105.59. See the chart below for comparisons to other local utilities and state averages. The Oregon state average in $100.93/mo while the California state average is $210.68. Remember, EPUD will never be able to deliver the lowest rates in the area due to the size and remote nature of our District. More miles of line covering more area, equals more labor and higher costs to maintain.

Below is a comparison on EPUD's monthly Customer Charge based on other local utilities. EPUD's rate is currently at $10.00. Again, our basic charge will never be the lowest in the area due to the size and remote nature of our District (see above).
