Citizens Advisory Committees
Emerald's Board Makes Decisions With YOUR Help!
One of the great things about public power is YOUR involvement in it. At Emerald, we invite Customer-Owners to serve on Citizens Advisory Committees (CACs). These committees advise the Board when key decisions need to be made. We have three standing CACs, on resource planning, budget, and rates. Since 1983, when EPUD began,
130 Customer-Owners have grappled with the complex issues involved
in making important decisions.
Resource Planning: This CAC consists of 9 members. They study and evaluate the planning of energy resources, with priority given to conservation. They seek public input and make recommendations to the Board.
Finance: The Finance CAC meets every year, in the fall, to review Emerald's operating budget. This committee consists of 12 members. They study utility expenditures and revenues and review financial activities.

Rates: This CAC studies and reviews the schedules of prices, fees and charges. They also review issues of power quality, system reliability, and cost and benefits. The committee consists of 15 members.
